A Study On The Transfer Of Rural Surplus Labor In Sichuan Province

The research object of this paper is the transfer of rural surplus labor in Sichuan Province.There are several parts of this paper:1. Analysing the impact of the transfer of rural labor in Sichuan factors by the statistic mode.4.putting forward some policy recommendations On the transfer of rural surplus labor in Sichuan.Sichuan is a province with a large population.now,there are features of rural surplus labor transferation in Sichuan,the main points of this part including: transferring labor are mostly youth workers, and many of them are male workers; These workers are geographically widely distributed, and destination them are not only southern coastal areas but the north coast also;Tthere is re-employment at home trend now. on the bases of relevant characteristics analysiing, The problems of rural labor transferation in Sichuan can be found,these include:low cultural quality of rural labor, employment-related training is also inadequate; Sichuan, the region's relatively low level of urbanization which leads to a low level of absorbing rural labor; The rural labor employment-related systems are not sound so can't protecte migrant workers'benefits very well.The economic effects of surplus labor'transferation in rural were analyzed by Mathematical model,from which find that the the shiftting of rural surplus labor contributes significant positive effect to productivity growth and the total output growth in Sichuan Since the nineties of last century, this explains the view that the transferation of rural labor in Sichuan promoting it's economic development.The influential factors of rural surplus labor transferation were analyzed by statistical methods.The influential factors are:the agricultural mechanization level,the changes in industry structure, the comparative advantage of agriculture, urbanization, the income of peasant workers, and labor quality.The increase of urbanization and urban employment rate can promote the transfer of rural labor, while the impact should be small when it compares to the others'.According to the status and factors of rural surplus labor'transferation in Sichuan, there are some policy recommendations,which including:Adherling to the labor export model, the development of local transfer mode; to increase agricultural productivity and coordinated development of agriculture and industry; mading effective policies to improve rural worker's employment system; to strengthen the quality of workers and improve labor force skills.
