Labor Migration In Huai'an: Economic Contribution, Influencing Factors And Future Strategies

China is a large agricultural country. As the foundation of the rural stability and the goal of the agricultural development, the increase of farmer's income is receiving more and more attention. Since the reforming and opening policy was implemented, the shift of surplus farm labor has obtained a huge success, and it has had the significant influence on the city and countryside development In recent years, the Huai'an area in Jiangsu province has got some problems that the speed-up in shift of rural labor force to the non- agriculture slows down and so on. This article attempts to find out the barrier to the shift of surplus farm labor and provide some reference for the formulation of the three agricultural policy which conforms to the local actual conditions, referring to the domestic and foreign related research findings and by analyzing comprehensively the phenomenon of the shift of surplus farm labor force.By using the methods of generalizing and summarizing, contrasting and analyzing, theory analysis and demonstration analysis, for the current specialties of rural surplus labor transference in Huai'an, for the contribution for the economic development in Huai'an, for the influence factors of rural labor transference and the potential approaches, the primary discussion has been done, and the countermeasure of improving rural surplus labor transference in Huai'an has been considered in this paper based on the analysis. The research results show as follows:At present the economic development in Huai'an is still standing in the initial industrialization period. It is in the urbanized outset stage and the shift fastigium of the rural labor force accelerating the pace to enter a city and to the non- agricultural production industry. The shift of surplus farm labor promoted the countryside industrial structure adjustment and the economies of scale. The shift of farm labor impelled the countryside urbanization. It enhanced the farmer's ability to adapt the market and their labor force quality. And the real diagnosis analysis had also proven that the shift of rural labor force promoted the increase of Huai'an farmer's income. The primary factors affecting rural labor force shift in Huai'an are the agricultural development, the rural enterprise development, the second industry and the third industry development in the city, the county and the town, the influence of other cities' labor demand and so on. There are mainly two kinds of ways of rural labor force shift: One is the shift in the agricultural interior or to the countryside interior non-agricultural production industry. The second is the shift to city and outside areas. The countermeasure to promote the shift of Huai'an rural labor force: To accelerate the urbanization step, to strengthen the management of the rural enterprise, to reinforce the construction of small cities, to speed up the construction of new socialism countryside, to optimize the industrial structure, to constitute the advantageous policy to the labor force shift, to improves the rural labor force quality, to encourage all the people to start an undertaking and so on.It is the first time to research the labor transference in Huai'an systematically, and it may be the potential innovation of this paper. Because of the limitation of time, energy and personal professional knowledge, the research is elementary, and there are still many questions should be further discussed, for instance, it should be further analyzed for the influence factors of rural labor transference in Huai'an based on the computation economics, if so, the issue can be analyzed more scientifically so as to provide more exact scientific gist to the decision-making reference. This will be the working direction in future.
