Research On Coodinating Urban-rural Development In Under-developed Area

Great achievements have been obtained in the economy and society in China's rural and pastoral areas in the 30 years of reform and opening up to the whole world. However, the gap between urban and rural areas caused by the long-standing dual "urban-rural split" structure and the resulting social system and mechanism is not narrowing but widening, which has become an important factor influencing the healthy and stable development of national economy and a bottleneck restricting the effective solution of problems in agriculture, farmer, rural area, animal husbandry, pastoral area and herdsmen as well. Based on the national condition, the Communist Party of China put forward the major strategy of coodinating urban-rural development in the 16th national people's congress, which pointed out the right direction to thoroughly solving the problems in agriculture, farmer, rural area, animal husbandry, pastoral area and herdsmen.Study on problems of coodinating urban-rural development, and especially thinking over how to promote coodinating urban-rural development in under-developed areas are creative work and a novel resarch field at present. Here, the town of Hongqinghe, Yijinhuoluo County, as an typical economically under-developed area was taken as the study object. By consulting previous research work and practical experiences on coordinating urban-rural development both at home and abroad and in the guide of Marxist Methodology, the related theories of relationships between industry and agriculture, and between urban and rural areas, system theory and the Scientific Outlook on Development as well, the meaning and its significances of coordinating urban-rural development were elaborated here by on-the-spot investigation, theoretical analysis and making full use of the knowledge of public administration, development economics and regional economics as well. Furthermore, by analysis the characteristic of economic and social development, the advantage and disadvantage in coodinating urban-rural development and the historical causes of dual "urban-rural split" structure in this kind of region, the objectives and tasks, basic principle, coodinating contents and countermeasures to be taken in the promotion of coodinating urban-rural development in underdeveloped area such as the town of Hongqinghe were brought forward in this study.On one hand, in this study we found that the basic constraint to coodinating urban-rural development in under-developed area like the town of Hongqinghe is the backward development consciousness among the cadres and masses in the region. On the other hand, the practical work in this study has greatly propelled system innovation and structural innovation, broken down the dual "urban-rural split" structure and sped up the pace of urban-rural integration to form a novel structure and thus thoroughly solve the problems in agriculture, farmer, rural area, animal husbandry, pastoral area and herdsmen and realize prosperous and harmonious development of both urban and contryside.
