Regional Urban And Rural Coordinated Development Level Measure And The Space-time Evolution Of Research

Since the reform and opening up, especially in the 21st century, with the rapid development of our economy and the continuous deepening of the market economy system reform, the relationship between urban and rural areas undergone significant changes and the "dual structure" are increasingly prominent, the defects are also increasingly exposed, which affects the sustainable and coordinated development of regional economic seriously and also restricts the construction of the well-off society and the process of modernization fundamentally.The imbalance of urban and rural relationship in different regions have different forms, the conflict is relatively moderate in developed economic regions, while that is more obvious in less developed areas. As a less developed area, the urban-rural conflict in the Northwest area is obviously, there exists serious urban-rural "dual structure", which restricts the sustainable development of economy and the stability and progress of the social in the Northwest area. It is an inevitable requirement to promote the coordinated development between urban and rural areas in Northwestern region, which could propel the development of the economy-social and the construction of the well-off society and the building of the harmonious society.This paper takes the Northwestern region in our country for example, which takes the prefecture-level cities (districts) as a unit, through establishing a quantitative evaluation index system and using two index (urban-rural area coordination degree and urban-rural area coordinated development degree) to analyze the level of coordinated development of urban and rural areas in the prefectural-level cities (district) of Northwest area in the year of 2000 and 2007, then measures and describes the development status and the regional disparities in the prefectural-level cities (districts) in Northwest area objectively. Through the space-time evolution analysis of the level of coordinated development of urban and rural areas in the prefectural-level cities (district) of Northwest area in the year of 2000 and 2007, and the relevant research of the regional economies development level,the proportion of the second and third industrial output value accounted for the GDP,the non-agricultural population employment proportion, etc, then propose the suggestions and countermeasures of promoting coordinated development between urban and rural areas, in order to provide the reliable scientific theory foundation for the integrated development of urban and rural according to local conditions formulating policies of promote the coordinated development of urban and rural areas, and speeding up the process of urbanization in the Northwest region.It turns out three conclusions.The first, there is a significant imbalance between the geographical and spatial differences on the level of coordinated development of urban and rural areas in the Northwest Regional, in most urban and rural areas, the harmony degree and degree of coordinated development of urban and rural areas raised to some degrees, and the enhance of the levelof coordinated development of urban and rural areas in the most areas is on the basis of the easing of the urban-rural relations, there is a regular temporal and spatial evolution on the coordinated development of regional urban and rural areas.The second, through the method of correlation coefficient and the overlay scatter diagram, using indexes of the per capita GDP, the proportion of the two and three industry's output value which take up GDP, the employment proportion of non-agricultural population,find that there exist significant correlation on the level of regional coordinated development of urban and rural areas and regional economic development, the regional industrial structure and the regional employment structure, and then analyze the correlations between them in a more depth.The third, Based on the research of Relevant content in this paper, propose the measures on the promotion of the coordinated development of urban and rural areas in the Northwest Regional, strengthening the construction mainly from the aspects of the economic, industry, infrastructure, ecological environment, urbanization as well as the science and education, in hopes that provide a reliable scientific theory on the improving the process of the unified design between the city and the countryside.
