The Research Of Pension Mode In Underdeveloped Rural Area

In recent years, the aging population in our country has been increasing continuously. According to statistics, the number of the aged, 60-year-old and older, has reached to 143 million at present, which accounts for 10.7% of the total population in our country. It is predicted that the proportion of the aged above 60 will increase to 24% in 2030, and 70% of them live in countryside. Especially in some underdeveloped region, the proportion of aging population is higher than the national average level. Along with the development of economy and society and the strengthening of social mobility and social changes, the family-supporting pension mode, which is dominating in China's traditional society and especially in countryside, has been greatly impacted. The cause of social pension insurance in countryside develops slowly influenced by backward economy and traditional concept. On the whole, the level of social pension security is low in underdeveloped regions, therefore, it is imperative to establish perfect pension security system in countryside theoretically and practically.The first part analyzes the current situation and problems of rural pension in underdeveloped regions in China. According to present situation, although the family-supporting pension still functions, many problems exist, and the socialized pension has become an inevitable trend. For underdeveloped region, which has low economic level, is impacted by the wave of silver and influenced by dual economic system, current land policy and family planning policy, it is an arduous task to construct rural pension mold.The second part, by analyzing pension mode of"exchange pension security with land"in Heilongjiang Province, solving difficulty in rural pension insurance by Hutubi mode in Sinkiang and the pension mode of"agreement", concludes: first, the rural pension mode in underdeveloped region should be constructed from actual conditions of different areas. Second, the rural pension mode in underdeveloped region should be popularized from the interests of peasants. Third, the rural pension mode in underdeveloped region should satisfy the demand for peasants'pension, which is favorable to perfect the pension security system. In addition, perfect law system is necessary for construction of rural pension mode.The third part puts forward four suggestions for construction of the rural pension mode in underdeveloped region, in view of the difficulty situation it faced. The first suggestion is to develop the economy in countryside to lay solid foundation for construction of rural pension mode. The second is to perfect relating laws and regulations to provide powerful law security for construction of rural pension mode. The third is to invest more in social security system in countryside to accelerate its development. The fourth is to strengthen the education of filial piety to build a favorable social atmosphere for construction of rural pension mode.In all, the establishment of social security system, including that for people in poor rural area, is an important index to completely realize well-off society, one of which is the establishment of rural pension mode in underdeveloped regions. The pension security mode in underdeveloped rural area should be constructed under the guidance of Marxism and led by the view of scientific development. It should start from actual situation of different areas, according to the requirement for constructing harmonious socialist society, to avoid carrying out without elaborate thinking or copying the successful experiences directly from other places. Attention should be paid to bring family-supporting pension into active play, in pushing forward the socialized pension system, to release contradictions in countryside. Basic organizations and social power should work independently to provide security and services for the aged well. The idea of equality and harmony in socialist country should be embodied to improve the living quality of the aged, and make sure they are well supported, they have certain things to do and they live happily, and transit to an urban-rural integrated pension security mode successfully.
