The Developmentb Exploration Of Universal Pension System

Our country is in the transition economy and socialtransformation of the important period of development。Faced with economic development and improving the livelihoods of dual task. In this period, the Chinese to face the future and international vision, the comprehensive construction well-off society for opportunity, put forward building covering both urban and rural residents of the social security system。Old-age security system is the core of the social security system component parts. A national social security system access to health, sustainable development, often depends on old-age security system access to health, sustainable development. Based on the above reasons, we put forward building new old-age security system namely UPS.This paper argues the feasibility of gradually setting up Universal Pension System(UPS) in China. It's based on intensive research on the current implementation of UPS at home and abroad. By analysing major problems of domestic UPS and international experience, the paper propose a modified UPS for our nation of both theoretical and reality meaning.Based on relevant theories about UPS in both urban and rural area and implementation across the world, this paper can be divided into six chapter.Chapter 1:Introduction of Universal Pension System theories from insurance theory and public management theory two aspectsChapter 2:The necessity of UPS. By analysing the reality of the difference between rural and urban areas, UPS is very applicable:to increase the citizens' consumption capacity; to decrease the level of poverty of elderly and low income families; to improve human resource and material resource investment of citizens; to speed the economic development of undeveloped areas.Chapter 3:Proposed design of UPS in China. In this chapter, system design, recipients'coverage, recipients' age, the number of recipients and retirement income is deeply explained.Chapter 4:The implementation of current UPS and the obstacles. In chapter 4, two issues are further explored:the implementation of UPS through out China and the difficulties to bridge the gap between it and the basic pension support system as well as the continuation capacity.Chapter 5:The introduction of international experiences of UPS. This chapter provides an overview of the development of UPS all over the world. By analysing the origin and situation in several counties,the writer further explains the effect on economic development by UPS. Moreover, and their inspiration to China.Chapter 6:Issues that needs attention.
