Research On Compensation Of Valuation Of Forest Resources And Assets In Urban Land

With the continuous development of China's urbanization, urban land value of the assets in the compensation of forest resources is in a growing concern. But in the process of compensation of forest resources, urban forest resources assessment is unreasonable and irrational compensation which led to the phenomenon of unfair compensation. So how to deal with urban land issues, land acquisition for urban forest resources for scientific assessment, and set a reasonable compensation are the key of compensation for the value of forest resources.In this context, this paper firstly analysis the current status of land expropriation in urban areas. In the discussion of the process, it referenced the value of research results of agricultural land home and abroad, studied the compensation system for the development of forest and the gap of compensation of forest values with foreign countries. Then it describes the value of assets and compensation of forest resources of the relevant concepts, basic theory and evaluation methods of forest resources and assets. It introduced specific application in the assessment of land in cities and clears the methods and characteristics of the value of urban landing in the forest resource assessment. On this basis, the third part described the general situation of assessment of forest land compensation in Harbin.It also introduced related issues about compensation standards and different areas of the specific compensation. It summarizes that clear and specific object of assessment should be known, assessment criteria should be selected and the compensation standard should be determined. And in the compensation process an open, fair, equitable principle should be adhered to get smooth and effective conduct of compensation. According to the analysis, it proposed that value assessment of forest resources of urban land in the compensation should be based on the specific characteristics of different regions to promote the urban construction develops stability and promoting public participation and streamlining the assessment system of forest resources to make the city land value assessment of forest resources develop more scientifically, reasonably and fairly.Through this research, not only for governments, farmers, and the public will it propose important guidance,but also promotes assessment and compensation of the value of forest resources in the city of Harbin to develop toward in a more rational and scientific direction.
