The transfer of collective forest land is a necessary trend of the development of forestry economy, and it is the objective requirement of the development of forestry productivity. In the collective forest land transfer, price is the regulating factor of market supply and demand, and the scientific and reasonable estimation of forest land price can not only guarantee the smooth flow of the circulation, but also has a very important significance to promote the market of collective forest land. Through collection of problems related to the present stage of collective forest asset assessment, on the basis of analysis of the existing assessment methods and models, according to the problems in the circulation of collective forest, Sanming City, Fujian Province small scale of analysis and research, and put forward the corresponding improvement suggestions. The main conclusions are as follows:(1) the impact of forest price is the main factor is determined in the years of transfer, evaluating age, altitude, land, evaluation method, traffic, tree age and tree species. Under different influencing factors, the evaluation value of each asset is different. Through the analysis of the relationship between the various factors, the forest assets evaluation model based on multiple linear regression was constructed, and the fitting results were obtained.(2) circulation of collective forest in Sanming City small scale of assets appraisal, due to the irregular assessment of forest right, most of the forest right circulation is still in a weak, the forest right evaluation mechanism and lack of credibility is not strong, forest right circulation market level is not high, collective forest right transfer pricing management is weak, resulting in no credibility on the formation of collective forest rights transfer price, more casual, private forest right transaction model still exist in a large amount.(3) according to some problems in Sanming City, the forest right transfer prices exist, with reference to the related to the circulation of rural land price by using the theory and practice of case, through the establishment of forest right transfer assets evaluation mechanism, improve the circulation of forest property right market pricing mechanism, improve forest right transfer of assets management mechanism, gradually guide the forest right transfer prices tend to be standardized and rational.
