| In contemporary regional economic development, the formation and evolution of industrial cluster, and the formation and development of urban agglomeration has become a significant feature of the integration of regional economy. The agglomerative effects and the deglomerative functions of urban agglomeration can promote the rapid growth of economy. Hubaoe urban agglomeration as a new Urban Agglomeration in the western region showed a strong competition in the initial stage, and the GDP of Hubaoe in 2009 was nearly 15 times of 1995 and took about 61.33% in the whole region, so its economic development has a dominate status in the Inner Mongolia region. However, there are still some factors and problems to restrict economic development of Hubaoe urban agglomeration, and they mainly include the diseased coordination mechanism in regional, the short of industrial chain, the unclosed of internal relations, the phenomenon of industrial structuralization, the lack of the whole competitiveness and the larger pressure in ecological environmental protection construction. Therefore, it is necessary to make sure leading industry of Hubaoe Urban Agglomerations and conduct the study on cultivating industrial cluster.This paper analyzes the actuality of industrial structure of Hubaoe Urban Agglomerations, then according to the principle of the shift-share analysis, using the data of 34 industries of Hubaoe three cities from 2000 to 2008 and the data of 34 above-scale industries of Inner Mongolia in the same period, the respective advantage industry of Hubaoe urban agglomerations and Hubaoe three cities is calculated in Excel2007 software. On this basis, according to the principle of the principal component analysis, using the related data of 34 above-scale industries of Hubaoe three cities from 2007 to 2008 and the input-output date in the table of Inner Mongolia autonomous region,15 indicators system are constructed. In SPSS3.0 software, the principal component of 34 above-scale industries of Hubaoe urban agglomerations is calculated then leading industries is selected. On this basis, advantages and disadvantages of development of industrial clusters in Hubaoe urban agglomeration are explained, and the professionalized level of busines calculated by location quotient, and the present situation and problems in the development of industrial clusters of Hubaoe urban agglomerations are analyzing, then some measures of cultivate industrial cluster are put forward. The following conclusions are got according of the above analysis of the paper:(1) In general, the proportion of three industrial output value of Hubaoe urban agglomerations has been "Two Three One", and the third industry rose rapidly, and raising and farming dominates in the first industry stock; the proportion of heavy industry such as coal, chemical, electric and special metallurgy and equipment manufacturing industries takes 76.77% in the industrial sector structure; Baotou city and Ordos city give priority to heavy industry, while Hohhot give priority to light industry according of the industrial departments of Hohhot., Baotou and Ordos city. In the internal structure of the tertiary industry, the transportation, postal and wholesale and retail trade accounted for 54.14%.(2)Results of analyzing shift-share industrial structure of Hubaoe urban agglomerations is that the second industry contributed greatly to the development of regional economy in three industries of Hubaoe urban agglomerations; in 34 above-scale industries of Hubaoe urban agglomerations,11 industrial sectors are very competitive industry, and 21 industrial sectors are little competitive industry, while two industrial sectors lack of competitiveness. In 32 above-scale industries of Hohhot, 15 industrial sectors are very competitive industry, and two industrial sectors lack of competitiveness. In 27 above-scale industries of baotou,11 industrial sectors are very competitive industry, and one industrial sectors lack of competitiveness. In 19 above-scale industries of Ordos city, there are not uncompetitive industrial sector, and 11 industrial sectors are very competitive industry.(3) Based on the score of the principal component analysis of Hubaoe urban agglomerations, the leading industries of Hubaoe urban agglomerations are selected.5 leading industries are selected in this paper, such as energy and chemical industry, equipment manufacturing, dairy processing industry, metallurgy industry and tobacco products.(4) By analyzing the professionalized level of above scale industries of Hohhot, Baotou and Ordos city, Hohhot, the results that Baotou and Ordos city have respectively different degrees of agglomeration, resources industry cluster is more obvious are given.(5) aiming at the above findings, some measures of cultivate industrial cluster in Hubaoe urban agglomerations are put forward in order to raise the whole competitiveness of Hubaoe urban agglomerations and accelerate regional economic development:develop a scientific and rational planning industry cluster; continue to improve the market environment and government; develop small and medium-sized enterprise, and improve the level of industrial cluster specialization and collaboration; cultivate industrial clusters, develop brand industry. |
