With the sustained economic development and increasing resident income of urban and rural areas, Chinese tourism industry also has made great achievement and become one of the countries which have the fastest growing tourism industry since the reform and opening-up. According to the forecast of the World Tourism Organization, it will maintain an average annual growth rate of 10.4% in next 10 years, and china will exceed the France and American and become the largest tourism destination in the world by 2020. Faced with the opportunity for development, researching how to develop tourism resource appropriately has a certain theoretical and great practical significance.There is rich tourism resource in Siziwangqi Inner Mongolia Autonomous Region, and the local government summarizes the characteristics of the tourism resource as big, close, special, pure four words. It is rich in tourism resource and has a well location condition, which provide the condition for the tourism industry development. As an important approach to promote the economic development, tourism industry has been taken seriously by the local government. Since the reform and opening-up, Siziwangqi has made full use of its tourism resource to develop tourism industry and has made great achievements in the industry, but there are still some problems existed in the tourism resource development. Therefore, how to develop the tourism resource reasonably become an urgent and important issue to research and resolve. The paper mainly use analytical methods of the literature review combined with the interviews and the standard analysis combined with the empirical analysis, and analyzes the problems existed in the tourism resource development of Siziwangqi, which is based on the clarification of the current situation of the tourism resource development. The problems include that the structure of the tourism product is single, tourism damage the ecological environment of grassland, the local government is lack of funds, tourism image positioning is not. very clearly.
