Looking back the thirty years cooperation with the World Bank, when China's economy took off, the World Bank's assistance played an important role in the economic development. This paper consults the relevant literature on international aid and finds that most studies on multilateral assistance to stay in the international political perspective. All these papers lack the empirical analysis, especially never did the empirical test to reflect the World Bank's assistance effect in China.This paper starts with evolution of the theoretical model of international multilateral assistance and describes the historical process that China accepted the World Bank's assistance. It introduces the details of the aid management in China. Then to analyze the performance of the World Bank's assistance in China in three steps:the first step, the paper analyzes the World Bank's assistance effectiveness by dividing the assistance into several representative fields, then the empirical results of some key fields show the negative effectiveness; the second step, it uses deep-level comparative analysis by reducing the sample coverage to China's poorest western regions, then it clarifies the characteristics of regional aid effectiveness and finds that the same assistance has the different effects among the different places; the third step, this paper deeply analyzes why some fields of the World Bank's assistance shows the negative effectiveness through the further empirical test, and it sums up the World Bank's assistance effect in different fields for years.Based on the performance analysis, on the one hand, this paper describes the World Bank's assistance on the specific contribution of China's economic development; on the other hand, according to the empirical results, this paper presents four policy recommendations to improve the assistance effectiveness by combining with assistance management and operation system in China.
