| Under the influence of economic development and social transformation,a growing number of vulnerable groups in society gradually formed large-scale groups.The employment problem of vulnerable groups is not only becoming the primary economic problem in each country,but also is a unique social problem that is closely linked with people’s livelihood and social stability.Because of physical condition,level of knowledge and skills and other restrictions,it is difficult for vulnerable groups to rely on their own strength to achieve employment or reemployment.Employment assistance is badly needed.The employment assistance system developed earlier in Japan,the United States and the United Kingdom and gradually became a relatively sound system over the course of history.Through the study of these countries’ employment assistance,and the exploration of assistance concept and development trends,it finds that the foreign employment assistance projects are diverse and flexible.The assistance approaches are different among vulnerable groups,and the employment schemes are formulated correspondingly according to diversified requirement.Constantly reviewing "the welfare trap",Japan,the United States and the United Kingdom pursued ever more aggressive policy.The concept of work for welfare ran through the employment assistance system.If recipients within the working-age who are able to work want to receive assistance,they must meet conditions that are willing to work and actively looking for work.While,in order to promote employment,the government of Japan,the United States and the United Kingdom offer a lot of help for the recipients,such as employment guidance,education and training,making individual development plan,job matching and etc.Every employment assistance project in these countries rises to the term of legislation whose content is complete,including social insurance,vocational training,opposition of employment discrimination and etc.The effect of employment assistance of Japan,the United States and the United Kingdom are obvious.It is the best way to solve the employment and re-employment problem of vulnerable groups today.Governmental support,the effective cooperation of enterprises,positive response from the community,and quality improvement of laborers are the inexhaustible driving forces that make these countries’ employment assistance system achieve long term development.Along with the deepening of China’s reform and opening up,the raid growth of the economy,and the intensification of social transformation,the problem of employment difficulties for vulnerable groups is increasingly acute,which provokes our government and society’s great concern.However,the employment assistance in China has many problems.The recipient scope is narrow;the development of employment assistance is slow;the public employment service has not brought its functions into full play;social participation is lack of motivation.Employment assistance system in China essentially is a kind of relief system for maintaining revenue,which emphasizes on protecting the basic livelihood of the recipients and ignores the development of recipients.The system is passive and negative,which is not conducive to promote employment or guarantee the labor rights and equal employment rights of vulnerable groups.Compare the employment assistance of Japan,the United States and the United Kingdom,in order to learn the universal experience and introduce active contents to China.Through the perfection of China’s employment assistance legislation,education and Training,public employment service,social security,evaluation and monitoring mechanisms,offer the necessary assistance of approaches,opportunities and capacities.Diverse,flexible,special,active and development-oriented schema should be the basic orientation of system optimization of China’s employment assistance,which can better solve the employment problem of our country’s vulnerable groups in the current time. |
