With the fast development of international economy, information technology and the drastic competition, in order to pursue reasonable resource or control the costs or get more profit, the multinational corporations gradually transfer their non-focus operations to aboard. Under this circumstance, international service outsourcing becomes the new form of international industrial transfer gradually. A new round of global industry structure adjustment characterized by outsourcing service with hi-tech and high-added value is emerging. This new international labor arrangement is playing vital role on the whole world economy. Facing such a great development opportunity, Chinese government and enterprise shall catch the great opportunity of leap forward advanced service of China. However compared with some countries, China has a certain gap.
