Research On Citizen Participation In City Governance Of China

Humanbeing is the subject of urban life, and it is in this sense, urban residents have the right and obligation to participate in urban governance. Urban governance is not only a government action, but also a citizen behavior. Encouraged to actively participate in urban governance, the urban residents can not only service the direct dialogue and intercommunion conveniently between the city government departments and the public, but also help strengthen public service requirements on the public sense of sensitivity and induction, as well as improve the quality of urban governance and public services. The government action of avoiding city residents'participation will cause that the citizens can not fully grasp the urban governance information, and also affect the initiative of public participation. In the absence of proper understanding of the social situation of public affairs, the citizens can only be passive recipients of government policy, rather than give full play to the initiative to express their will in the process of government public service.There are many issues in our practice of urban governance, such as the poor awareness, the low level of citizen participation, city government for lack of knowledge, and the lack of organizations and channel sources of citizen participation in urban governance. The root of these problems is the lack of an effective mechanism for citizen participation in urban governance service. Therefore, to improve and promote citizen participation in urban governance, the key lies in training, the establishment of a long-term effective mechanism for interactive participation. Chinas implementation model of urban governance is "small government, big society", so the citizens participatation should be introduced to the government process in the future. People-oriented management of the modern city can not do without any of the activities of the active participation of citizens, such as the maintenance of the urban environment, urban planning, urban infrastructure, urban systems, urban and cultural promotion, image building and so on. Citizen participation, as the implied warranty of safeguarding the interests of citizens and realizing the combination of fairness and efficiency in urban governance, has become an inevitable choice and method.
