Peasant workers training is a systems engineering, to solve the problem, not only can improve labor skills and strengthen their vocational adaptability. It is significance to enhance the comprehensive abilities of peasant workers. It is an important guarantee to keep our country's economic growth potential,too. Therefore, governments at all levels give high attention to training issues for peasant workers, have issued a series of policies and measures, to improve peasant workers'quality and employment abilities. However, the peasant workers training work which led and promoted by the government still have many problems. For example: the training participation rate is not high, training effect is still not well. How to improve the participation rate effectively, promote the training effect and increase the employment rate and workers' income had been the same goals of the social circles. Therefore ,experts and scholars spend their effects on this issue, including training needs, content, mode, training supply responsibilities. But it couldn't solve the problem how to transformed the strong potential demand of peasant workers into the effective demand. Thus, this study from the views of peasant workers, tried to find the effective way to improve the training participation. According to the research background and the existing literatures carding, proposed the questions; then combine the human capital theory and demand hierarchy theory, according to the survey data of Fuzhou migrant workers'wills, to find out the factors obstacles peasant workers to participate in training.The article is total six chapters, the first chapter of the paper is mainly introduce the research background, research significance and the research ways, then put forward relates literature review paper to research the problem. The second chapter, according to former research achievements, defines the related concept, and the related theory on reviewing and summarizing. Chapter3, using survey data, analyzing the features and the basic training situation of Fuzhou migrant workers. The fourth chapter, promote the hypothesis and analyze the relationship between migrant workers individual characteristics, family characteristics, migrant workers on training evaluation and cognition, the external environment and migrant workers' training will, prepare for the further research. Chapter 5, constructing the Logistic regression model, through the regression analysis, find out the influence factors of peasant workers to participate in training will. Research results show that training experience for migrant workers to participate in training intend to have significant effect; Other influencing factors, basically have marital status, educational level, income level, personal characteristics variables; Migrant workers know for training institutions for higher wages, degree of cognition and evaluation, training occupancy time cognition and evaluation. The sixth chapter, according to the Fuzhou peasant workers' training situation and empirical analysis results. This paper puts forward Improving the institutional environment, improve human capital stock; Elaborate the role of government function, improve the training popularization; To change concepts and improve the training understanding, arouse initiative of migrant workers training; Teaching students according to their aptitude, formulating training target, etc policy measures and Suggestions.
