The employment on floating peasant-workers is a certain social phenomenon accompanying with industrialization, urbanization and the development of market. Peasant-workers'rights and interests have not been well guaranteed because of the dual social framework and the weak status of peasant-workers in the labor market. This article begins with the present shortage of peasant-workers in some areas of China, probing into the institutional employment discrimination that peasant-workers have met in the course of entering into cities and towns for the sake of getting up occupations. This article also attempts to afford some proposes for mitigating the shortage of peasant-workers from the governmental point of view.Chapter 1 describes the theoretical models and practical selections on the mobility of rural surplus labor force. This thesis also attempts to comment on two fundamental theories concerning the labor mobility, turning back to look through our country's policy evolvement on rural labor force, which is from initially restricting floating to permitting floating, and then from controlling blind floating to standardizing floating and ordering its sequence, finally planning urban and rural employment as a whole.Chapter 2 inquires into the essential characteristics and principal backgrounds of the peasant-workers shortage. This part also describes the region, profession and group feature companying with the shortage of peasant-workers presents in the case of labor force total amount continue increasing. Finally, this part concludes that the shortage of peasant-workers is due to poor treatment, the lack of rights and interests, the unbalance between supply and demand and the many-faceted mobile direction.Chapter 3 is economic and theoretical analysis on the shortage of peasant-workers. On the basis of labor market segmentation theory, this part introduces the main situation of the peasant-workers'labor market in the process from the urban-rural dual pattern to interior dual labor market in the city. This part also approaches the characteristic of the institutional exclusion that peasant-workers have been faced in urban labor market and analyzes its reasons and influences. After that, it will examine our country's profound problems in the economy development.Chapter 4 is policy suggestions regarding to the shortage of peasant-workers. Firstly, it clarifies the roles of governments in planning urban and rural employment.It also thinks that the government should establish unified urban-rural labor market and improve the peasant-workers'employment environment. Secondly, there should be carried out social insurance such as industrial injury insurance, medical insurance, elderly insurance, social relief and so on, safeguarding peasant-workers'legitimate rights and interests. Thirdly, the government should deepen reforms concerning Hukou system, lead the urban-rural population to mobile rationally and in order, and achieve the balance between supply and demand.
