Xinjiang is one of the main coal resource provinces in China, its coal reserves is about 2.19 trillion tons, accounting for 42% of China's total coal reserves. As the basic industry, the coal industry not only affects the level of economic development of Xinjiang, but also has a direct impact on China's energy security. Coal enterprise is the core of coal industry, and it affects directly to the development of coal industry. Although coal enterprises in Xinjiang have made great progress since the reform and opening up, the extensive development of coal production cannot cover up multiple problems occurring on the road of sustainable development. These problems are inadequate resources prospecting and development, structural contradiction, low degree of product differentiation, deep processing of coal products is not enough, industry chain is short, small proportion of high value-added products, shortage of professional and technical personnel, planning and control is relatively weak, serious waste of resources, environmental control lagging behind etc. And these problems are obvious in small and medium coal enterprises. These issues will not help Xinjiang to succeed the key status of coal resources and coal chemical industry base, and difficult to meet the demand of implementing Advantageous resources of coal conversion strategy, taking a new road to industrialization and achievement of sustainable development. In order to solve above problems and enhance the core competitiveness, Coal enterprises must select development strategies. And enable Xinjiang coal enterprises overcome fierce competition in the future.This paper uses data collection, interviews, research and other methods to collect large amounts of data, on this basis, using qualitative and quantitative analysis, combine the overall situation of Xinjiang coal enterprises with modern corporate strategic management theory, analyze internal conditions and external environment of coal enterprises, and reference from domestic and foreign experiences, finally, come to the strategic development of coal enterprises in Xinjiang And through the obtained strategy, provide reference observations for the government to draw up coal industry development policy, and provide recommendations for the coal companies to develop and implement development strategies.
