Though having made a lot of progress in the making of modern management system, diversification, extroversion development in the construction of Socialism market economy, the state-owned large and mid size coal industry enterprises in China are still puzzled by the problems such as the improper industrial structure, relatively backward technology and equipment, simple and narrow ranged products, small size, weak and extensive management, poor efficiency, heavy burden, serious environment pollution which keep the coal enterprises away from the adaptation of market mechanism, globalized competition, requirement of knowledge economy. Thus to improve their core competency and be capable at sustainable development, the state-owned large and mid size coal industry enterprises have to adopt sustainable development strategy, to emphasize more on the innovation in technology, organization, management and institution or system, to strategically adjust their industrial, products and organizational structures as well as to optimize their resources by recomposing and conforming the resources.Based on the theories such as integrity strategy, core Competency, key factors, value chains, SWOT analysis, etc. and by using the analysis tools such as PEST analysis, Porter's Competitive model and external environment evaluation matrix this paper empirically analyzes the reforms and practical operation of Jingyuan Coal Industrial Co. Ltd to demonstrate what overall strategy, what strategic targets and what measures should taken for the company by identifying the environmental opportunities and threats facing the company and its strength and weakness as well as building up a SWOT model, a quantitative strategy evaluation matrix. The specific actions should be taken including: seize the opportunities and avoid the threats in the market, seek for more strong financial support from various channels, insist on the innovation in management, system, technology, optimize organization structure, emphasize on staff training, build suitable marketing system, call on for more policy support from the governments.This study and its conclusion is expected to be some helps for the sustainable development of Jinyuan Coal Industry Co. Ltd. in the fields such as the making of strategy and targets, reforms, management, innovation, products structure optimization, conformity of resources, extension of industrial chains, increase of product value, reinforcement of core competency.
