Minimum wage is that during legal working hours or the working hours signed in labor contract, employers should pay the minimum wage to the employees. The minimum wage was born in 1894 in the New Zealand, after more than a century's development, has become the world popular system. The minimum wage was established in Mainland area in 1993 , was being disputed continuously. February 14, 2009, the former general manager of Guangzhou Metro Company suggested that we should cancel the minimum wage. The famous economist Zhangwuchang also thinks that minimum wage should be cancelled. After that,the international standard of minimum wage become the point of dispute. At the same time, the mainstream view is that the minimum wage in mainland is too low.This paper combines with the advanced experience of minimum wage established in Hong Kong in 2010, reviews the formulate course, expounds Hong Kong minimum wage's principles and specific operation, deeply analyzes the core of minimum wage legislation of Hong Kong. From the view of the deduction of social security and housing allowance, some cities in mainland has reached the international standard of minimum wage.The article's innovations lie in:First ,the research data is quite new including the latest authoritative organization research report, the latest national statistical yearbook, the latest foreign research materials etc. Second, through the comparative analysis between mainland and Hong Kong's minimum wage, this paper breakthroughed the mainstream point and innovated the analysis angle.From the view of the deduction of social security and housing allowance, some cities in mainland has reached the international standard of minimum wage.
