Study On The Performance Of Policy Agricultural Insurance Based On Farmers' Perspective

Policy Agricultural insurance has the support of national policy, that means countries provide some support and preferential policy to Agricultural insurance, those related to people's livelihood and national food security. At present, China's policy agricultural insurance is to subsidize agricultural insurance premiums. As the green box policy of WTO, agricultural insurance is an important mean for farmers to spread the risk, and make up the losses. Inner Mongolia Autonomous Region carried out policy agricultural insurance has been 4 years, through the research of farmers of eight major grain producing areas; the paper studies the performance of the policy Agricultural insurance from the aspects of farmers'participation, awareness, the evaluation of the existing agricultural insurance, evaluation of the insurance claims on farmers'perspective. The results show that the scale of Inner Mongolia Autonomous Region policy agricultural insurance was gradually expanded, active participation is very high, Agricultural insurance system was more reasonable, agricultural insurance claims help farmers recoup losses. But there are some problems, such as agricultural insurance publicity is not enough, the low level of farmers'awareness, investigation to assess the damage part unreasonable, a single agricultural insurance product, and irrational aspects of investigation to assess the damage. On the existing problems, the paper proposed to promote the development of Inner Mongolia Autonomous Region policy agricultural insurance should intensify propaganda; improve farmer awareness the level of agricultural insurance services, the terms of agricultural insurance and so on.
