Adhering to the guidance of the scientific development concept, Shijiazhuang bureau of traffic and transportation have made a great achievement. But on the other hand, the performance assessment in this bureau is not so good. In certain extent, it has affected the total management performance of the bureau. The drawbacks includes overduely emphasizing the leadership role in performance appraisal; the evaluation index quantitative composition is overmuch, quantitative composition partial fewer; examination content narrow, index coarsening; examining ways and incentive way too one fold; the result of examination and evaluation has not promote and incentive effect etc.Based on the analysis of domestic and international transportation industry in Shijiazhuang, on the basis of the actual situation, the evaluation and analysis of the current situation of performance appraisal organ, points out the municipal transportation transport authority problems in performance appraisal. Through the 360 degrees, key performance indicators (KPI), the balanced scorecard (BSC) and target management (MBO) four common performance evaluation methods for comparative analysis, think 360-degree method can avoid assessment method and can be used as institution diversified the preferred method of performance evaluation. To solve the existing institutional performance evaluation too coarsening and quantified such problems, this paper used the analytic hierarchy process (AHP), combined with external performance evaluation expert opinion, calculating the general staff, middle managers and senior management personnel of the evaluation index and weight of performance appraisal, increasing the quantitative elements. On the other hand, there are drawbacks in the existing institutional performance appraisal. Based on empirical analysis, this paper classifies the personnel to three categories-general staff, middle managers and senior management personnel. From the assessment index, the index weight determined the calculation, examination cycle and the assessment schedule, evaluation scope worked with assessment flow design delimit the statistical analysis separately. Evaluation result method is studied systematically, not only puts forward improving municipal transportation transport bureau of performance appraisal, and established the basic ideas of feasible municipal traffic and transportation bureau performance evaluation method system organ. In addition, this thesis also analyzed the information network technology, electronic means to be used in performance appraisal for improving the feasibility in municipal traffic and transportation bureau, and to promote the level of human resource management with new ideas and methods.
