Urban traffic as urban public transport facilities bear an important part of urban social production, distribution, transformation and distribution, etc., and provide the essential conditions for the operation of urban social and economic life. With the arrival of the urban population and a large gathering of automotive era, the rapid development of transportation in the city meet the needs of sustainable development.because of uncoordinated factors such as people, transport, transport facilities and transport environm, there has been many problems as traffic congestion, high incidence of traffic accidents, traffic pollution, and traffic uncoordinated development. Academics studied actively on urban traffic congestion problems from traffic congestion causes, traffic governance perspectives etc, and has achieved initial research results, however, how to evaluate urban traffic congestion management performance and how to improve traffic management Performance has a lack of systematic research, bisides, has not yet formed an effective evaluation system.The thesis defined related concepts about the urban traffic congestion management evaluation, and on the basis of researching on related basic theory and summarizing many research achievements, the thesis come up with an analysis framework of the urban traffic congestion management evaluation systematically.First of all, on the basis of the urban traffic congestion theory, traffic congestion governance theory and traffic congestion management performance evaluation theory, the thesis divided the urban traffic congestion management performance evaluation model to five subsystems---- traffic accessibility, traffic fairness, traffic safety, traffic environmental protection and traffic law, what’s more, initially built the performance evaluation of urban traffic congestion governance index system and using Spss18.0, Smart PLS2.0 as a statistical analysis tool verify the structure and content of the evaluation system.Secondly, through expert research to select and correct the evaluation indexes, and then through the method AHP to determine the weight of evaluation indexes, therefore, the thesis confirmed the final evaluation index system of the urban traffic management performance.Finally, in order to verfity the scientific and rationality of the degree evaluation index system of the urban traffic congestion management performance, this study us the performance evaluation model of urban traffic congestion management to evaluate the level of traffic congestion governance performance.on the longitudinal evaluation of 2009-2013 treatment effect in Xi’an and horizontal evaluation in Shen zhen, the results shows the traffic congestion governances of Xian slightly better, the scores from “79.24” to “83.14”, but compared with the Shenzhen City”85.99", the overall level will be strengthened,and so gives related reference for the improvement of the urban traffic congestion control effect.
