The dissertation is funded by the Social Science Foundation of China (No.02JY041).At present, China's carriers of the technological innovation are mostly high-tech enterprises. High-tech enterprises have become an important prop of the economic growth and the sustainable economic development. The knowledge staff are playing a central role in the technological innovation, obtaining core competitiveness and promoting the new product (service) and so on, their performance directly determine achievements of high-tech enterprises. High-tech enterprises have the varying extent differences with traditional enterprises in the form of organization, operation, responsibilities, and goals. Moreover, due to difficult-to-measure intelligence activities, as intangible intellectual capital, their flexible working hours and working results without clear criteria, the performance assessment of the knowledge staff is difficult. Therefore, according to the high-tech enterprise's human resource characteristic, studying a set of scientific, suitable performance synthetic appraisal system of knowledge staff have the great significance for enhancing their work performance, making the high-tech enterprise to maintain its core competitive power in the intense market competition.Basing on study work of predecessors, the author makes attempts on appraisal index, appraisal method of the knowledge staff of the high-tech enterprises. The main research content is as follows:1. Define the knowledge staff according to the knowledge work classification and the high-tech enterprise'human resources characteristic, then determine the research and development staff , the market development staff, as well as the project management staff as three kinds of key study objects;2. Establish a set of integrity reasonable knowledge staff performance appraisal index system by referring to massive correlation literature; 3. Introduce the omni-directional appraisal, design the different appraiser in view of different types knowledge staff, also according to different stress of different appraiser authority when appraising different indexes, design appraiser weigh and give the corresponding weight sector;4. Establish a fuzzy synthetic appraisal method based on 360 degree performance evaluation, and make a cluster analysis on the performance appraisal result, and carry on the real diagnosis analysis in certain a high-tech enterprise, then obtain good effects.
