Research On The Reform Of Agricultural Policy-oriented Finance Of China

Since the Chinese economic system started to reform 30 years ago, China has made remarkable achievements. Nowadays, agriculture is still the weak point of the national economic development, so it is necessary to support agriculture, rural areas and farmers vigorously by the policy of agricultural finance. But there are many problems in the agricultural policy-oriented finance of China, for example, defective system design and vague function. Therefore, we should re-examine theories which relate to the policy of agricultural finance in order to explore the reform path of agricultural policy-oriented finance of China.First, the author studies the policy-oriented finance in general, then, studies the agricultural policy-oriented finance in general and details its attributes and functions by the abstract analysis. Furthermore, the author discusses its origin, evolution and practical difficulties from a history and logic point of view, studies the agricultural finance of the developed and developing countries and focuses the agricultural finance system and operation process of the United States, Japan, India and other countries by the comparative analysis, and inspects the foreign agricultural policy-oriented finance operation conditions efficiently from the macro and micro levels.Last, from the perspective of Institutional Economics, the author puts forward the reform strategies of agricultural policy-oriented financial system for China. In my opinion, it is essential for it to provide quasi-public goods for market, and the author also clearly puts forward strategic positioning of the agricultural policy-oriented finance of China specifically. Because there is not enough supply of agricultural policy-oriented financial system in China, we should rebuild the agricultural policy-oriented financial system of China. In order to ensure the key location in the agricultural policy-oriented financial system of China belongs to Agricultural Development Bank of China, we should fix it a financial institution for agricultural development. Of course, its efficient operation needs some conditions, and the author, from a different perspective, makes recommendations for its reform.
