Ideas On Policy System For Promoting The Logistics In The Economic Region On The West Side Of Taiwan Straits

With the rapid development of modern science and technology, logistics industry is developing all through the world as an important part of modern economy as well as the most reasonable service mode in the course of industrialization. Internationally, logistics industry is considered as the artery and basic industry of civil economy, of which the development degree has become one of the most important marks to measure the modernization of a nation and the comprehensive national strength, as well, it is an important source of profits to improve circulation efficiency.The economic region on the west side of Taiwan Straits, of which Fujian is the main body, is an important part of the coastal economic belt of our country, while this region plays an important role in regional economies distribution of our nation. It is necessary to set up a modern logistics center connecting both sides of the Straits, take over the transfer of Taiwan's modern service industry, rely on center cities, clustering area of industry and commodities, transport hub as well as port resources, improve the public logistics information platform and the system of standardization of logistics technology, establish node cities– such as Fuzhou, Xiamen, and Quanzhou– and a number of modern logistics zone, as well as big-and-middle-sized comprehensive modern logistics center, and promote the development of the logistics industry in the economic region on west side of Taiwan Straits. On this base, we are able to make full use of Fujian's comparative advantages, to push forward the development of other places on the west side of Taiwan Straits and the places where Taiwanese investment is concentrated. At the meanwhile, it has economic significance and politic significance for us to strengthen the communication between both sides of the Straits and to promote dispose for peaceful reunification of the motherland.This paper, in connection with the current situation and existing problems of the west-side-of-the-Straits logistics industry, analyzes the development situation and basic state, points out the main problems and restraining factors, so as to provide reality foundation for policy-making. This paper also analyzes, using SWOT, the inner and outer environment for logistics developing, develops the strategies for promoting the logistics industry. And then, the paper analyzes, by using contrastive analysis, analyzes the logistics policies in the USA, Japan, and European countries, aiming at providing some significant experience for logistics policy-making in our nation. Finally, on the base of these analyses, the paper puts forward ideas on policy system for promoting logistics industry on the west side of Taiwan Straits, from the aspect of basic requirements and development trend, and comes up with some advices for policy-making for the development of logistics on the west side of Taiwan Straits.In connection with the current situation, features and trend of modern logistics development in the economic region on the west side of the Straits, this paper presents thoughts on policy system for the logistics development mentioned above. I sincerely hope this paper may be helpful in the aspect of reference for Fujian Provincial Government to establish the policy system from the point of view of regional economic integration.
