The evaluation and adjustment of labor relations in state-owned system-reforming enterprise are an intricately comprehensive engineering, which need not only consideration of interior factors, but also thinking over those exterior factors, such as economy, technology, policy and so on. As to state-owned system-reforming enterprise, the system-reforming process is the most unstable period of labor relations, and is also a centralized outbreak of labor disputes. During this process, the equilibrium of labor relations in system-reforming enterprise is broken, and it will cause a series of labor disputes, and the conflicts of labor relations in enterprises will be inevitable, and it will even sharpen. So the study on evaluation and adjustment of labor relations in state-owned system-reforming enterprise has important theoretical significance and practical significance.The article starts with the literature review, including the review of evaluation and adjustment of labor relations. Based on this, this paper analyses characteristics and the interior and exterior factors of labor relations in domestic state-owned system-reforming enterprises. Based on these, this article adopts some complex methods to build index system, such as Delphi and AHP. The process includes the design principle and process, the conception model, index filtration, weightiness. The article implements an empirical study in the evaluation index system by fuzzy comprehensive evaluation, and proposes some corresponding advices on the adjustment of labor relations.We find that the degree of harmony in labor relations is unsatisfactory, by evaluate the labor relations in sixty-five state-owned system-reforming enterprises ,which come from different industries and different sizes. 4.6 percent of the states of labor relations are good, 78.5 percent are general, 16.9 percent are disharmony ,and the final evaluation results reflect the facts of these enterprises. So we consider that the evaluation index system is scientific, rational and feasible.
