With the depth of the management system and mechanism of state-owned enterprises reform, the enterprise also profound changes have taken place in labor relations, inevitably appeared some new contradictions and new problems, labor dispatching abuse is one of them.Its development trend, against the original intention of the government reform, violate the social fairness and justice, serious damage to the laborer rights and interests, long-term interests of the enterprise, become the major problems of building a harmonious labor relations.The government as the main body of public power, in the labor relations in state-owned enterprises, positioning fuzzy, is not only the athletes, and the referee, dislocation, vacancy phenomenon, labor dispatching management in state-owned enterprises and building a harmonious labor relations, how to effectively play the national macroeconomic regulation and control functions of effective intervention, is the government needs to deal with an unprecedented test.This article tries to grasp a large number of literature, theoretical research, and combined with work experience of Grassroots organizations,, using the typical practical empirical cases, analysis of state-owned enterprise labor dispatching development present situation, facing new problems, the current government labor dispatching abuse problems in governance, state-owned enterprises labor relations adjustment, coordination and specification, function in promoting the construction of harmonious labor relations research, analysis, found the problems and their causes, and based on the theory of5P, combined with the actual path choice of the government function and the concrete measures are proposed:the first is to strengthen the labor dispatch legislation, law enforcement and strengthen supervision; the second it is to establish and improve the public employment service; the third, we will improve the government as the leading tripartite consultation mechanism; the fourth is to strengthen labor organization independence, give full play to its functions; the fifth is to play a role of political orientation, guide the state-owned enterprises to undertake social responsibility.See a problem novel Angle in this article, from the author as a labor dispatching work in a state-owned enterprise successively engaged in personnel, party, trade unions and other core work experience, testified that labor dispatching labor abuses and problems of the system, is the major sticking point of building a harmonious labor relations, comprehensive literature on a particular industry, a certain area of the state-owned enterprises or individual a research of the dispatching management of, the global vision to the role of government in labor dispatching management, clear the necessity and importance of dispatching management, in the construction of harmonious labor relations state-owned enterprises as the demonstration, leading the other types of enterprises, so as to conform to the government put forward the basic requirement of building a harmonious labor relations.
