Farmland Policy Evaluation In Hexi Corridor, Gansu Province On The Post-agricultural Tax Era

In December 2005, the National People's Congress Standing Committee abolised "agricultural tax regulation" by voting which has been implemtented for 48 years and puted it into effect from January 1, 2006. As a result, China has entered "post-agricultural tax era"without agricultural tax. Can the new farmland policies achieve the desired purpose? This paper tries to answer this question through evaluating the several farmland policies on the post-agricultural tax era. Reasearch conclusions also provides a reference for the future of the several farmland policies.Based on a large number of related material,the paper establishes theoritical system for farmland policy evaluation:(1)farmland policies are defined and the paper presents a few major farmland policies on the post-agricultural tax era,namely the abolition of agricultural tax,direct subsidy to grain,the subsidy to improved variety,purchase subsidy to farm implements and comprehensive subsidy to agricultural production material.(2) the method of the ordinary logic is used to analyze the connotation and extention of the policy evaluation;on the basis of that,the paper defines the cocept connotation and extention of the farmland policy evaluation.The cocept connotation is that according to certain policy evaluation methods,the subject makes value judgement about the realization of farmland policy goals ,which aims to provide reference for the establishment,innovation and aboliton;and the cocept extention is that farmland policy evaluation refers to whole course of policy evaluation,however,the subject chooses one of the courses to evaluate based on evaluation target. (3)the paper put forwards the way to evaluate farmland policy using "goal analysis method" and introduces the origin,the methodological characteristics and procedures of "goal analysis method" in detail.In empirical part,taken the four cities in Hexi, Gansu province as the study area,the paper shows:(1)in general,farmland policies are well implemented in the four cities of Hexi, Gansu province on the post-agricultural tax era.(2)by horizontal comparison, the Jiuquan city is superior to other cities in the realization of the farmland policy goals,presenting the rising trend from Wuwei city Jinchan city Zhangye city to Jiuquan city;taken the same time point into account,farmland policy implementation of Jiuquan city was significantly better than the other three cities;compared with other three cities,Jiuquan city was better achieved farmland policy goals.(3)By vertical comparison(using the comprehensive index of the year 2003 as the reference value),the paper shows the comprehensive index of development periods are higher than that of base point,suggesting that the realization of farmland policy goals duing the development periods is above that of base period;taken the comprehensive index of the year 2006 as reference value ,the conclusion is reached that the farmland policy goals are better realized after the abolition of agricultural tax.
