With the development of economic globalization and the rise of new technology revolution, the shipping industry is also accompanied by gradually raising the marine position got unprecedented development and prosperity. As the LNG liquefied gas ship, the Ro-Pax Vessel is a high-tech products of the world shipping industry. The Ro-Pax Vessel has three essential characteristics which are high-speed smooth, flexible convenient and low consumption environment-friendly services. These characteristics captured ship operator, the shipper and the carrying vehicle travel’s heart. And The Ro-Pax Vessel gradually established the important position in the world and transport links chain.The Ro-Pax Vessel was very successful in business.but its special structure caused many accidents, leading to a large number of human life and property loss and huge social effect. Although we cannot eliminate the shipwreck, but how to improve the safety of Ro-Pax Vessel and the safety evaluation work is on a long way.The Evaluation on Safty work in China started late. In the areas of safety evaluation methods and safety evaluation of data, We have a large gap with the industrialized countries.In this paper, by full research and the analysis of the characteristics of the Ro-Pax Vessel pass and comparison of related safety evaluation method, a new method of the Evaluation on Safty was proposed. It was the Extension Superiority Evaluation Method. In the safety analysis of the Ro-Pax Vessel safety factors, by analysis of real ship survey, expert investigation and related literature based on the Ro-Pax Vessel. In the third chapter, by using the system engineering analysis method and fishbone diagram analysis, the related factors of the Ro-Pax Vessel accidents was determined. Then the Ro-Pax Vessel safety evaluation index system was constructed. In the fourth chapter, an improved analytic hierarchy process was used in the acquisition of the Ro-Pax Vessel safety evaluation index weight. In the fifth chapter, the concept of extension superiority evaluation method and steps were introduced. Then the method was applied to the Ro-Pax Vessel navigation safety evaluation. Finally, through the example application, the extension superiority evaluation method was proved effective. In the example, the "Bohai Feizhu" of Bohai Ferry Company was used. After compared with the traditional method of comprehensive safety assessment, The effectiveness and superiority was proved.
