| The post-project evaluation, an essential part indispensable to the life cycle of a project, is the succession of the appraisal of project establishment. By post project evaluation, successful experience can be analyzed, erroneous lessons are learned from all stages of the project life cycle, meanwhile, one kind of systematic and objective analytical appraisal will be made for the project after accomplishment so as to make sure to which extent the object, purpose, effect and benefit are realized. it is of profound realistic significance to advance some reasonable internal regulations and encourage the high-quality development by means of further setting up and amplifying an evaluation system, as well as establishing a post evaluation system characterized by Changqing oil field.This essay mainly focuses on SuLiGe gas field Cooperative development project (Phase I) in Changqing Oil Field , which has passed the enter- zone evaluation. Beginning with theoretical research, basing on SuLiGe gas field (Phase I) evaluation system, with the adoption of qualitative and quantitative analysis, it constructs a post-project evaluation system characterized by Changqing oil field. The system includes the following factors: the fundamental design for post-evaluation system, the confirmation of the post-evaluation index system, the selection of post-evaluation methodology, confirmation of the proportion of criteria, the establishment of evaluation criterion and the analysis of the outcome of post evaluation. By the empirical analysis of typical projects of SuLiGe gas field (Phase I), the practical function of the evaluation system is verified, and synthesis conclusion of the post project assessment is drawn. In addition, for the purpose of making sure the effective implementation of post project evaluation system of SuLiGe gas field, this essay proposes the implementary measures for post project evaluation system and the safeguard mechanism in action. |
