With the rapidly increasing pace of economic globalization and fierce competition of marketing competition, an enterprise has to continuously improve its overall efficiency and performance in order to gain competitive advantages. Performance management has been proved to be one of the core functions of human resource and the strategic managerial idea and method for companies to gain constant success. However, performance management in the managerial practice of companies, especially of the state-owned companies, bears lots of problems which have seriously curbed the performance managerial level and weakened the strategic executive power of companies.The paper takes A company of China Petroleum Pipeline Bureau as the researching object, based on the collection of relevant materials and questionnaire investigation of the company, gives a profound analysis of the present situation of performance management in the company and points out that the existing problems. It's"bottleneck"points which impair the improvement of performance of the company. The paper according to A company's actual and Performance Management theory design of A Company's performance management system, and use BSC as a new performance appraisal system design basis.The paper aims at playing positive role in performance management of A company of CPP, in order to Improve performance management and achieve corporate strategic objectives. Meanwhile, it hopes to give some edification and reference value to the performance management in other companies of China Petroleum Pipeline Bureau and Other state-owned enterprises.
