Finance centralized management is now a widely implemented network-based business model. According to their corporate structure and geographical distribution, the telecommunications companies are the typical network enterprises. The key to the finance centralized management of telecommunications companies is centralized management of operation capital and expenditure. As a matter of fact, it is the centralization of financial power. In recent years, several domestic telecommunications operators all conducted finance centralized management.This thesis takes as a case Guangzhou Telecommunications Construction Corporation's ("Guangzhou Tongjian Company" or "Guang Tong Jian" in short) systematic reform of finance centralized management, combining with the status of the domestic telecommunications enterprises. Based on our traditional corporate financial systems, it makes a deep discussion of finance centralized management of Guang Tong Jian theoretically and practically. It further discusses how the finance centralized management helps to understand how the affiliated branch companies exert their full play. Thus the whole enterprise is vigorous and all assets and main economical activities are under control. As a result, it will bring the overall operation advantage of the enterprise, and enhance the Group's core competitiveness and resilience. Through detailed analysis of finance centralized management of Guang Tong Jian, it shows that the implementation of finance centralized management is beneficial to the promotion of standardization, accuracy and uniformity of accounting. Finally, this paper attempts to study the feasibility and necessity of systematic reform of finance centralized management of telecommunications companies under the new situation. It also explores the new ways of different reform. It provides reference for other telecommunications enterprises. This paper uses methods of system analysis, data analysis, induction, inference, comparison and case analysis.
