Research On Financial Support For The New Rural Construction In Anhui Province

Anhui is a major agricultural province and some problems on agriculture, rural areas and farmers are relatively serious. And whether these problems'solution or not is directly related to the building of new countryside in Anhui Province as well as the achievement of all-round well-off society. As a result, the building of new countryside in Anhui for the rise of Anhui is of great significance. The fundamental task of the new rural development is to speed up the development of the rural economy and increase farmers'income continuously. But, at present, the new financial requirement for rural development funds has not been effective to meet even the existence of many of the more serious problem. This series of issues surrounding the rural areas of Anhui's financial support and on how to reshape the characteristics of the new Anhui's rural financial system, so as to serve the rural areas of the new building better will be a very practical significance.Firstly the paper starts with financial needs of the new rural construction in Anhui and come up with some results such as a huge demand for funds during rural construction, farmers'tendency to lend from informal finance. Next, descriptive statistics and analysis of the co-integration theory are used to research monetary supply in Anhui, as well as the relationship between status of rural economic development and the financial supply. And the research point out that the new rural financial support is short and the long-term equilibrium relationship between rural credit cooperatives and rural economic growth does not exist, whose problems inhibit the supply of rural finance and hinder the financial support for rural economic development. On this basis, according to Goldsmith's FIR theory, the rural Anhui financial gap between the theory of supply and demand in the volume is estimated from the quantitative view and the paper make use of ARMA model to forecast Anhui's rural financial in the next five years. Besides, the rural financial system's gap and the efficiency gap are analyzed from the qualitative view. Compared with neighboring Jiangsu and Zhejiang provinces, it will be found that the gap between supply and demand depends on the development of rural economy, as well as the multi-level rural financial system and so on. Finally, empirical research papers based on norms and the results of the study put forward some countermeasures which improve the rural financial service system, strengthen the rural financial ecological environment, to play an active financial policy and financial support agriculture, such as the role of a wide range of financial support services in Anhui rural construction.
