In the "Twelfth Five-Year" period, the civil aviation industry will face the more diversified market demand and more intense competition, how to further deepen the regulation reform of civil aviation has been becoming the more important research topic. In the context, the regulation reform of our civil aviation is the theme. After studying relevant theory of the regulatory and the regulation reform, drawing on the successful experience of developed countries, the paper analyzed the history and its effectiveness of the regulation reform, and also explained the present and the problems of the regulatory. At last, it puts forward the policy reform models and suggestions for further deepen the China civil aviation. The thesis has an idea that the civil aviation's industry characteristics is based on its economic and technical, and the industry characteristics will show the monopoly characteristics of different intensity in different time and different market needs, which is the reason for the government to determine how to regulate the civil aviation. And, not only for the whole industry, but also for the different business of the industry chain, the changes of monopoly characteristics are related closely with the regulation reform's specific measures. So, for the regulation reform of the civil aviation, to relax the economic regulation, strengthen the social regulation and the anti-monopoly regulation is the main content, at the same time, the government should pay an attention on implement different regulation policies for the different businesses. This means that to implement the loosing regulation for the competitive areas and to go on regulation for the monopoly business, but need to focus on the innovative regulation such as the incentive regulation, consultation regulation and so on.
