Research On Civil Aviation Regulation Reform

The civil aviation industry is one of the most stringent field in government regulation.After the founding of China, civil aviation industry had implemented several major reforms of regulatory. From the army structure, to enterprise running by government, then the market economy, then the private airlines, every time of the reforms had ushered in a leap-forward development of the aviation industry.However, compared with the "open skies" policies of developed countries, China's airspace regulation system still followed the Cold War mentality and the planned economy era. It becomes a bottleneck to the public transport aviation and general aviation development. But the policy of opening up low-altitude airspace is the beginning of the new reform. On the one hand, it gives the "birth certificate" to the general aviation, and brings trillions in market pie; On the other hand, it provides an experimental field for thoroughly opening up airspace in all country.In this paper, we take the policy of opening up low-altitude airspace as an example, to research the civil aviation regulation reform, including the following aspects:First, analyzing the history and current situation of China's civil aviation regulation reform, and to reveal the influence and significance on development of civil aviation industry; Second, analyzing the history of regulation of civil aviation industry in American and European countries, describes the universal law of the world aviation regulation reform; Third, discussing the influence of opening up low-altitude airspace policy on the general aviation; Fourth is proposed to improve the measures and suggestions for general aviation industry policy.
