Analysis of economic growth factors is an important problem of economic development for a state or region. Since the 1990s, Inner Mongolia's comprehensive strength has promoted largely, the national economy entered a sound and rapid development track. 2009 compared with 1990, the region's GDP increased to 972.578 billion yuan from the 31.931 billion yuan, an increase of 29.45 times and the average annual increase of 13.6%, especially in the new century, the average annual GDP growth of 16.9% in Inner Mongolia, for eight consecutive years to maintain first in the provinces and municipalities. Inner Mongolia as the reform and opening up area of rapid development, its rapid economic growth has attracted the attention of many scholars, what are the driving factors behind economic growth of Inner Mongolia? How do these factors contribute to economic growth of Inner Mongolia? Obviously, the answers to these questions are very important for the economic growth of Inner Mongolia.The paper, based on classic growth theory, endogenous growth theory, economic growth accounting theory, development economics, new institutional economics, innovative economics , and so on, by the method of combining qualitative analysis and quantitative analysis with emphasis laid on quantitative analysis, calculates the effects and contribution rates from 1990-2008 years, which, conductive to the economic growth of Inner Mongolia, are posed by such factors as capital formation, final consumption, goods and services net outflow, material capital, labor, general technological progress, human capital, R & D capital, energy supply and demand, industrial restructuring, system reform, and other factors . According to the results of calculating, we can obtain some conclusions and put forward a series of policy proposals.The main conclusions: First, it is short of stimulating economic growth from consumer demand. The contribution rate of consumer demand during 1990 to 2008 has been at a low level and show a downward trend. Second, the economic growth of Inner Mongolia is typical of capital-driven, general technological progress contribution rate decreased. Third, a serious shortage of human capital investment, human capital accumulation is slow, so the smaller contribution to economic growth of Inner Mongolia, but the output elasticity is relatively high. Fourth, energy supply has played a huge role in promoting economic growth of Inner Mongolia, and energy supplies total quantity to the GDP unidirectional Granger causal relation. Fifth, industrial restructuring of Inner Mongolia is slow, and it has played a small role in promoting economic growth. Sixth, the degree of market and level of non-nationalization slowdown is the main reason that the role of system reform becomes smaller.
