Effect's Evaluation And Policy's Research On China's Regional Harmonious Development

Throughout the course of China's economic development, it has gone through three stages : the balanced development stage, non-equilibrium's stage and the stage of non-equilibrium and coordination. And now, the general trend seems to be balanced and coordinated development increasing. In the process of this development model, progress has been made in all aspects of China's economic and social areas, There has been an unprecedented increase in people's living standard. However, the fruits of development did not fully benefit all, there are still a considerable part of people whose living condition is not optimistic, the widening gap between rich and poor, the unequal opportunities on public services, and the deterioration in some areas'environment has aroused people's urgent attention.The Article set the China's current hot topic– regional harmonious development as the research object, discussing the essence of regional harmonious development deeply, then reviewing the plans, policies and measures that central governmen and local government adopted in the process of marketing, following with twelve indicators'selection that represents economy, public services and ecological. Mathematical analysis's method is adopted in evaluating the harmonious development's level of China's entirety and the east, centre , west and, from 1995 to 2008. The results suggest that, from 1995 to 1998, the total difference of China's regional development continued to narrow at first and then increased gradually.After 1999, the differences basically showed shrinking trend. In the case of areas, the inter–provincial difference in the eastern zone is the largest, followed by the difference among the four areas, then is the western region and central region, the smallest is the inter–provincial difference in Northeast China. In the case of systems, the difference of public service system is the largest, followed by the economic system, the smallest is the difference of ecological environment system. For the effect of regional harmonious development, Northeast and east China almost have the same level which is much higer than central and western regions. Followed by the harmonious development level of centre China, then is west China, the lowest is the harmonious development level of China's entirety.For the level of harmonious development, the overal situation of China isn't optimistic. Although the level of harmonious development has increased in recent years, the overal level of China was just from the brink of unequal and recession stage to inadequate harmonious development stage. Finally, summarizing the problems that exist in the process of Chian's regional harmonious development, and proposing some advices on how to play roles in promoting regional harmonious development for government and markrt.
