Research On Establishing The Relation Of Harmonious Development Between Resource-Based Enterprises And The Government

Resource-based enterprises which providing energy sources and raw materials make an important contribution to economic development and strategy reserve in our country. Resource-based cities are the important part of civic economy, regional economy and national economy. With deepening of state-owned large enterprises reform and cities development, the conflict and problems between resource-based enterprises and resource-based cities are more and more showed, so the research on cooperation development of resource-based enterprises and resource-based cities become more and more imperative.The relationship of resource-based enterprises and cities exposes dual two dimension thoughts hidden in national economic development. The first double two dimension thoughts are the different thoughts between government and enterprise, which reflects interests game of them. Government and enterprises firstly care their own interests. The second two dimension thoughts are the different thoughts between central government and local government. Central government considers overall problems and stresses long-term and sustained development of national economy, but local government more considers local problems, for example local GDP, local employment, achievements of the leading and so on.Through comparing and studying the cases ,analyzing the present situations of Shengli oil field and DongYing city, and drawing lessons from science research findings at home and abroad and successful experience of the well-known enterprises , the paper brings forward the thoughts of association development of"oil field and local", and suggests a new path adapting to win-win and harmonious development of resource-based governments and resource-based enterprises, which is used for reference for other state-owned large resource-based enterprises and resource-based cities. This paper uses a combinative method of norm analysis and demonstration analysis and utilizes the theories of government-enterprise relationship (GER), interest correlation, enterprise social responsibility, service-oriented government and harmonious development.This paper mainly including:Firstly, taking example for Shengli oil field and Dongying city, this paper anatomises the characters of resource-based enterprises and resource-based cities and objectively and concretely analyses many problems for instance one city, one enterprise, enterprise building social society ,single city economic construction, and so on.Secondly, the conflicts between Shengli oil field and government, such as access of land, contest of market and resource, disposal of public security, town building and oil field production layout and so on, and the cause of conflicts are studied. The particularity of interest game of state-owned large enterprises and local governments are exposed.Thirdly, the disposal of relationship between domestic resource-based enterprises and local governments are analyzed, which is used for reference for solving other relationship of"oil field and local government".Finally, some specific method are suggested: firstly in concept, brings forward the thoughts of association development of"oil field and local government", advocate service-oriented governments and enterprises being responsibility for the society, mutual benefit, together development, and promote regional harmonious development and continuous prosperity, weaken the thoughts of"possess", strengthen the thoughts of"locality"and using dependency relationship of especial region and economic and social development. Economic relationship of mutual opening up and being on the market and developmental relationship of united harmony and together prosperity will be established. Secondly, oil field cooperates with local government, complement advantage and unite better and better. Fully conform economic and social resources in oil field and local, speeds up industrial restructuring, vigorously develop regional economy, realizes mutual coordination and ultimately integration of economy and society in oil field and local. Thirdly, step and step separates social function from Shengli oil field, relieve enterprise of pressure, advances economic interests. Fourthly, adjust development strategy, promote economic efficiency of oil field on the basis of local policy. Finally, taken the lead by government, establishes government-enterprise combine system, which offers the enterprise well environment.
