Global environmental issues have a strong negative externality, negative externalities such treatment costs incurred and can not self-regulation through international markets, into the cost of governance within countries. And the environment itself is a typical public goods, non-exclusive and non-competitive features to further increase the difficulty of solving the problem. Solutions to environmental problems need to strengthen international cooperation among States.This paper describes the development of the theory of low-carbon economy based on international cooperation, this paper analyzes the development of the plight of low-carbon economy and the status of international cooperation in the major countries in the world is divided into three major interest groups based on the analysis of the three pillars, the European Union, United States and China's attitude towards international cooperation, and summarized the three major interest groups in the status of low-carbon economy, and then elaborated Central Europe, America and China and other countries, the performance of international cooperation, and elaborated China's development of low- carbon economy of international cooperation strategy. As representatives of developing countries, China in the development of problems such as low-carbon economy "funds" and "technology" bottlenecks, with FDI to promote our country and the world capital and technology to benefit the exchange would be a good way to both parties. |
