With the deepening of the progress of rural labor transfer, as well as the increase ofemployers demand for skilled labor force,the training of rural labor force transfer hasbecome a key factor for the economic development of the county. Laiwu, as an importantiron and steel, energy and new materials industry base, has a strong demand for skilled laborin industrial development. According to the research,80percent of employers propose therequest of vocational skills to the rural transfer labor force, but only25percent of themactually participate in the rural labor force training programs of various levels. In otherwords, the quality and skills of the rural labor force are not consistent with the requirementsof industrial development in Laiwu. Therefore, the study of rural labor force transfer trainingcan not only contributes to improve their skills and professionalism, but also promotes therealization of the goal to build a strong industrial city in Laiwu.Rural labor force is a key factor in its successful transfer. Firstly, this paper researchedthe transfer of decision-making mechanisms and function of the participators in trainingsystem using human capital theory, labor mobility theory, employment theory and marketfailure theory. Then, based on the fact of a low number of transfer training profession, lackof training fund and the imperfect system in the city of Laiwu, the author focused on severalaspects such as the training requirements of participants and the supply situation of traininginstitutions. By issuing501questionnaires, the author objectively investigated the effectfactors of rural labor force transfer training in Laiwu. Among them,52percent of thosesurveyed focused on qualification of training institutions, the standardization of managementand contents of the training.In addition, by organizing data andchoosing variables likepersonal characteristic, family characteristic, human resources and income level, this thesisemploys the Logit to analyze the factors that influence the training of rural labor transfer,finding that the training will of rural labor force is relevant to personal characteristic andfamily characteristic; there is a negative correlation between age and training will; trainingexperience, positive changes of training effect,preschoolers at home, social qualificationrequirement and the function of government have a significant impact on the possibility oftraining. This thesis draws the conclusion that the only way to improve the professionalquality and skill of rural labor force is to take such measures as building and perfecting thevarious-activity-mechanism, innovating allowance and assessment methods, etc. so as toprovide lasting driving force for the social and economic development of Laiwu.
