With the construction of service-oriented government and the transformation of government functions accelerated,the government purchasing public services has become a important means of government public services provision and achieving the innovation of "small government and big society".In pace with the process of urbanization speeding up,the upgrading of the economic and industrial structure has increased the demand of human resource,and the vocational education and training of the labor transferred from rural areas become increasingly noticeable.As an important public service to improve rural labor's qualities and skills, transfer training of rural labor force was included into government public service procurement guidance catalog for the first time.Firstly,the article expounds the background and significance,and defines the related and basic concepts of government purchasing public service,rural labor transfer and transfer training of rural labor force.It also introduces the domestic and foreign research situation in literature review.Then,Be based upon present situation of Changsha Yuhua district transfer training of rural labor force,by analyzing characteristics of rural labor force in Yuhua district,the article focuses on the trainees, training policies, training institutions,training content,traning method, training subsidies of the transfer training of rural labor force in Yuhua district.It also summarizes that there are still some problems in Yuhua district government purchasing transfer training of rural labor service,such as the deficient transfer training system,the imperfect inside and outside supervising, unsystematic performance evaluation,over-dependence on government's promotion.At last, it gives countermeasures and advices about government purchasing transfer training of rural labor force public service to solve these problems,for example,to perfect the transfer training system,to regulate supervision mechanism,to improve the performance evaluation,to establish multi-cooperation mode,etc.
