Study On Problem And Measure Of Public Rental Housing

From ancient times,"basic necessities"as the people's living fundamental,are required to solve the problem of existence of all social strata, not just content with those who can afford to meet the housing requirements. In order to solve the housing problems of low-income people, China implemented the housing security system. In the past thirty years, China has initially formed a multi-level urban housing supply system that taking affordable housing and low-rent housing as primary and dilapidated buildings and shantytowns, resettlement housing as secondary. This supply system has played an important role in solving the housing problems of low-income families in towns, easing the contradiction between the supplying and demanding for housing. But the current housing security system only pays attention to the housing problem of the urban residents, ignoring the housing problem caused by the mobility the development of modern society. Included with the improvement of urbanization, the housing problem of large influx of migrant workers flooded into cities and a variety of liquidity talents. These people are called social "sandwich class", they can not enjoy the protection of low-rent housing, but also unable to buy affordable housing and real estate. In order to solve the housing problem of these people, the government has proposed establishing public rental housing. It is an important practical significance for developing public rental housing to improve housing supply and security system, form an effective link between the market-oriented housing and security housing, support and develop the rental market, achieve social stability and equity, and promote harmonious development of society.Based on consulting a large number of literatures, this paper mainly studies on four fields. Firstly, analyses the forming process of the housing security system, problems existing in the present affordable housing system, then puts forward the construction of public rental housing, and expounds the necessity and significance of public rental housing construction. Secondly, describes the construction situation of public rental housing in a few major cities in China, put forward some problems existing in the construction of public rental housing. Such as lack of legal protection, little houses, shortage of land supply, entry and exit mechanism is not perfect, inadequate government supervision and so on. Then, research and study public rental housing construction in developed countries and regions, study foreign experience in the construction of public rental housing, provide reference for improve the protection of the public rental housing. Finally, in order to solve the problems existing in the construction of public rental housing, on the basis of affordable housing and low-rent housing, reference foreign experience, put forward some Suggestions and countermeasures to improve the protection of public rental housing.
