With the increasing of the urbanization level and the dramatic development of industrialization in China,the city becomes the concentrations of population.However,the limited area of land don't satisfy the big need for the urban land resource and housing supply which is caused by population explosion.The shortage of housing supply is followed.Finally the medium-and-low-income residents' housing offering ability can't surpass the rising prices of land and housing,result in the contradiction between the middle and low-income residents' housing affordability and housing supply with appropriate housing standards.The real estate industry developed rapidly,the commodity house prices grew by an average of 23.47% a year,and per capital disposable income of urban medium-and-low-income residents grew by an average of 28.71% a year in hebei province from 2003 to 2013.The growth of per capital disposable income of urban medium-and-low-income residents was slower than the commodity house prices,which lead to the insufficient housing affordability and produce the serious housing problems.It is the key to properly solve the housing problem for improving the quality of urban life.If not handled properly,it will also cause a series of negative social problems such as crime.Therefore,it is significant to predict the level of supply and demand of urban residents in hebei province level for better easing the contradiction between supply and demand of urban residents housing security,the economic development and social stability,even safeguard social fairness.Fristly,by collating questionnaire results and sort the data,the paper analyzed the the current situation of housing supply and housing demand system and proposed the problem of indemnificatory housing construction of Hebei;Secondly,the paper forecasted housing supply and demand of indemnificatory housing of funds in hebei province respectively;by the ELES model and price constraint principle to measure the theoretical value of income limits for all kinds of housing security,by regression analysis and GM(1,1)model to determine protection ratio of all kinds of housing security and town residential construction area per capita,and further to predict the housingdemand area,total demand and captial of the housing demand of all kinds of indemnificatory housing(2015-2020)in hebei province;by measuring the level of housing security in hebei province and analyzing the investment of indemnificatory housing,by regression analysis to predict the captial of the housing supply(2015-2020)in hebei province and the analysing the gap of affordable housing supply and demand levels;Thirdly,according to the actual situation of Hebei Province,proposed policy recommendations of indemnificatory housing in fiscal and financial mechnism,layout and supply system in order to perfect theconstruction of indemnificatory housing in Hebei Province;Lastly,drawing a conclusion and existing deficiencies of the paper.
