The Problems In Indemnificatory Housing System And Improvement Suggestions For Changsha City

At now, the housing issue is a main social problem in China. It appears that somany house buyers can’t catch the speed of the rising price of houses. But citizensliving and working is the base which our country can maintain social stability andkeep the sustainable development.In order to satisfy the needs for houses by different groups, our government haspromulgated the laws and housing security policies step by step, especially want tosolve the difficulty in housing of the urban residents, who belongs to the low-incomefamilies. So, the government has constructed vigorously the comfortable housing,low-rent housing and public rental housing, etc. in recent years. It really makes manyurban low-income families improving their housing condition much. However, theeconomic development is quiet unbalanced in the provinces in our country, we can’tform a unified standard. Some problems have been exposed in the construction,application and distribution of the indemnificatory housing, such as the security istight, the security mode is not flexible, the indemnificatory housing actual supply isshort, there are some leaks in the relevant departments of supervision. Therefore, weshould further improve our existed housing security system.This issue starts with Changsha city, where the writer has lived and worked formany years, from the view of the city, to analyze the shorts in the localindemnificatory housing system. And after that, I’ll try my best to give some operablesuggestion to improve it.The main body of the issue has been divided into three parts.In the first part, at first, I’ll simply introduce the former housing security systemin Changsha, it’s the base of the security system at now. Then, I’ll introduce the typesof the indemnificatory housing in Changsha, that’s to show the actual situation inChangsha.In the second part, I’ll analyze the indemnificatory housing system which isimplemented, the main purpose is to the low-rent housing and public rental housingsystems, to discover the problems and ask why in them.In the last part, I point to the problems which exist in the indemnificatoryhousing system of Changsha, I’ll try to give the operable suggestion on the basis,which I’ve thought profoundly and drawn on the useful foreign experience. By analyzing and suggesting to the actual condition in Changsha, taking the experiencegained at one unit and popularizing it in a whole area, I just want to improve ourindemnificatory housing system and solve in low-income housing problems of thecity.
