Xi'an National Civil Aerospace Industrial Base Coordinating Urban And Rural Development Countermeasures Study

Since reform and opening up of China, With China's rapid economic development, as relaxed environment is provided for industrial bases (development zones, science and technology parks, and industrial clusters) a number of highly concentrated and specialized industrial bases have been formed in succession in many districts, becoming important driving factor in enhancing vitality of regional economic development and competitiveness. However, .theses industrial bases (development zones, science and technology parks, industrial clusters) are generally constructed in the urban-rural fringe, where a huge gap exists between surrounding villages and base residents in terms of income, consumption, employment, education, social security and other aspects. Therefore, balance between urban and rural areas must be promoted , and the gap between urban and rural areas of these regions should be reduced or eliminated in order to ensure common development of industrial bases and the surrounding rural areas.In 2009, National Civil Aerospace Industrial Base of Xi'an with the goal of constructing new aerospace industry base worthing 50 billion within five years , construction of space base was being accelerated. As planned construction area of the project is in rural areas, main interest group is rural residents in removing areas. Therefore, new challenges are faced in terms of land acquisition, resettlement, interests protection of landless peasants, changing from countryside into city, industrial development, relocation compensation, urban and rural education, employment, social security, income levels and new prospects for the future development. In order to realize common development of the base and the surrounding rural areas and win-win situation, effective balancing of urban and rural areas must be achieved. This paper is based on theory of management, sociology, administrative science and other subject-related theories. Through a large number of visits in space bases and based on a lot of data and comprehensive analysis, situation of balancing between urban and rural areas in bases, problems, reasons of problems are researched in this thesis which could provide advices for the work of urban and rural areas balancing .
