Research For Urban-Rural Harmonious Development Strategy In Maiji District

There is presently the ubiquity of industry isomorphism and irrational distribution in the development of China’s regional industries, a large number of resources are wasted or inefficient used, surplus of agricultural labor force, and the dual economic structure in urban and rural areas being highlighted. In this context, concepts of overall development of urban-rural industry emerged, solving the "three agricultural problems" as the core task, and with the main ideas of overall development of urban-rural industry, spatial distribution and employment.This paper toke Maiji as the research object, from a system theory point of view, started a detailed analysis of the resource endowment conditions, development environment, the status quo of industrial development and the dual economic structure in urban-rural areas, to understand the superiority and inferiority of resource endowment and development environment condition, the coordination of the industrial system and the ecological environment, as well as the level gap of urban-rural development. On this basis, toke in-depth study of the founding and nurture strategies of regional industrial chain system, spatial distribution in urban-rural areas and the optimization strategy, and the policy of labor transfer, so, drew the following main conclusions:(1) Resources and environment index of Maiji is in the "low load" state; Pressure index of resources and the environment is in the Low-voltage state; Pressure degree of ecosystem is in a high pressure state. In general, this area’s ecological environment system to withstand the external forces and pressures.(2)Tourism resources and human resources are Maiji’s two major advantages of resources.(3) In this area, manufacturing industry is a pillar industry,tourism is the leading industry, agriculture is the basic industries, manufacturing and tourism are the two dominant industries.(4) Maiji’s urban-rural gap is slightly smaller than the average of Gansu Province, but significantly higher than the national average. Urban-rural gap continues to widen since2005.(5) Maiji can be formed characteristic industrial chain system through the connected or extensions industry chain. The characteristic industrial chain system formed by:"gardening industry chain, livestock and poultry breeding industry chain, Chinese traditional medicine industry chain, characteristic agricultural industrial chain, manufacturing industry chain, tourism industry chain". At the same time,Maiji rely on four kinds of urban and rural industry link mode cultivate fashioned industrial chain system in real development.Four kinds of urban and rural industry link mode formed by."industrial park and agricultural industrialization","agricultural cooperative or company and modern agricultural zones","big industrial and necessary production base","the countryside characteristic industry and city services".(6) At present, Maiji in the optimization of industrial spatial of the urban and rural should priority to cultivate the key area of city area(including club She-tang town), San YangChuan area, Dongcha town. At the same time, Maiji should pay attention to cultivate connect relationship between each node.(7) Maiji Should focus on the formation of fostering tourism industry chain,fruit and vegetable industry chain, livestock industry chain, Chinese herbal medicine industry chain, the characteristic agricultural industrial chain. To strive to promote the area’s rural surplus labor production from agricultural production shift to part of production, part of production shift to non-agricultural production.
