At present, there is an unbalanced development between urban and rural areas in ourcountry. The urban and rural social and economic development exist a large gap and therural landscape is still backward. The importance to promote the unity of urban and rural isin rural areas. It is necessary to jump out of previous theories of agriculture for promotingthe coordinated development of urban and rural and bring the development of rural socialenvironment into the nation’s social environment for overall consideration. Urban and ruraldevelopment is long-term systematic project, throughout the whole process of modernconstruction, involving all aspects of the social and economic life. The content ofbalancing the urban and rural development as a whole is rich and needs to advance on thewhole and implement step by step.Most of the existing researches on the development of urban and rural focused oncentral cities and the surrounding countryside, but the use of data is mostly in provincialand prefectural level with less reaches and empirical analysis of county-leveladministrative. Urban and rural development as a whole is not simply to promote thedevelopment of the city or the country, but to create the mutualism between urban and ruralwith promoting agriculture by industry and the rural areas by cities. How to ensure thecoordinated development of urban and rural areas and achieve sustainable state of benigninteraction is the purpose of this study.Based on the basic theories of researching the coordinate development of urban andrural areas, this paper explores the strategies and effective measures of the countyadministration. Combined with the abundant experiences both at home and abroad, theauthor has a comprehensive analysis of related theories of urban and rural development asa whole. Combined with development situation and existing problems of urban and ruraldevelopment as a whole, the author determines the factors restricting the development ofurban and rural areas as a whole. According to related theories of sustainable developmentand integration of urban and rural, the author seeks strategies for the development of urbanand rural as a whole in county level administrations in order to have a reasonable layout and sustainable development. This paper takes the development of urban and rural areas asa whole in Wei County of Hebei as an example, from the analysis of problems to theresearch of specific measure of the whole development to verify the rationality of theoriesand practical and finds out a sustainable road for the development of urban and rural areas.
