With specified connotations respectively, urban and rural areas differ greatly in botheconomic, social, cultural factors and lifestyles of inhabitants, while at the same time theyalso sustain and influence each other a lot, making the two internally connected in the unityof opposites.Urban-rural dichotomy is a common socio-economic phenomenon in developingcountries whilst urban-rural integration has become the mainstream. Having high economicgrowth rate, the way of reducing or eliminating economic disparities between urban-ruralareas, coordinating pace of economic growth and benefits of urban-rural inhabitants, andensuring fairness in sharing fruits of economic development, have emerged as practicalproblems for China’s provinces, especially Shandong as a large economy. Hence theimplementation of an overall equilibrium strategy of urban-rural socioeconomic developmentis of prominent importance in sustaining the economic development in rapid and healthy way.This paper focuses on the construction of indicator system and the comprehensive evaluationfor balancing urban and rural development.After exhaustive literature survey and connotation analysis of balancing urban and ruraldevelopment, we conclude that the reduction of urban-rural disparities is the dominantsignature; the optical and flexible allocation of urban-rural resources is the key;urban-supporting-rural, rural urbanization and urban-rural integration are the workconcentration; and only with these, the integration and development of urban-rural economycan be achieved while the urban-rural dichotomy addressing disparities can be resolved tomodern unitary socio-economic structure addressing balancing urban and rural development.In this thesis, the indicator system for balancing urban and rural development wasconstructed and the comprehensive evaluation model was built, with the weights forindicators determined by analyticnetwork process (ANP). The framework of balancing urbanand rural development analysis makes it feasible to distinguish the balancing urban and ruraldevelopment between regions, which possesses the practical meanings and reference valuefor understanding the balancing urban and rural development process, predicting the tendencyof the balancing urban and rural development, and finally, determining the balancing urban and rural development policy.Then the models were applied to the empirical analysis of balancing urban and ruraldevelopment for the17sub-districts at the end of2011, with evaluation results validated byprincipal component analysis (PCA). The results of the balancing urban and ruraldevelopment in the17sub-districts show the best three city is Qingdao,Weihai, Jinan,and theworst four city is Linyi, Dezhou, Liaocheng and Heze;the eastern coastal sub-districtsperform better than the western sub-districts. Finally, this thesis proposes several policyrecommendations and definite steps for balancing urban and rural development, and isexpected to provide useful reference for balancing urban and rural development in ShandongProvince.
