Throughout the rapid development of human society, made a lot of civilization in the same time, also destroy the global environment and climate, leading to the occurrence of geological disasters more frequency. In the event of a disaster, although the levels of government are actively setting up relief center and disaster relief, communications, medical and a variety of specialized groups, other regions also provide manpower and material support, but has not been established due to the current sound of the large-scale disaster rescue, placement system, together with the transport disasters, communication disruption and other reasons, and timely distribution of relief materials to the disaster area cannot be distributed to the victims, which makes our logistics and distribution aspects of the emergency exposed many deficiencies. However, emergency logistics and distribution is an important way for emergency rescue. Emergency supplies to the devastated areas of the shorter, smaller losses of disasters, relief efforts can be more smoothly. Therefore, how to improve emergency logistics and distribution capability become the current urgent concerns in China, which China has a very important emergency rescue.It is in this context, the paper capacity for emergency logistics distribution, and found emergency logistics distribution capacity evaluation index system had less theoretical research, so a lot of research for this problem, got the corresponding conclusions. This paper introduces the research background, significance, and domestic and international logistics and distribution of emergency situation, and proposed articles of research methods, content, and this line of innovation and technology; secondly, outlines the research questions for the theoretical basis; then, from the analysis of geological disaster emergency logistics distribution under the ability of the system and start factors, the use of quantitative models of geological disasters under emergency logistics distribution to evaluate their abilities; Finally, the geological disasters in China nearly two years of geological disasters in China leads to the next case of emergency lack of logistics and distribution capacity to make a few suggestions. The innovation is reflected in this article:breaking the domestic most only for the establishment of the emergency distribution system, distribution and other aspects of routing and logistics capability in the emergency based on the concept that "emergency logistics and distribution capacity" concept, and more a scientific perspective, from the ability to arrange delivery, distribution, coordination and rapid response capacity building three emergency logistics and distribution capacity index system. It is combined with analysis of previous studies, in order to better reflect the ability of emergency response logistics and distribution properties, the "rapid response capability," added to the indicator system, while analytic network process used for quantitative analysis, give a specific weight, such that the established more scientific evaluation index system.
