With the development of social and economic, rising concern has been given tothe impact caused by emergencies, such as major natural disasters, public healthemergencies and industrial accidents. Unexpected events often cause heavy casualtiesand economic losses, and generate a lot of demand for related emergency materials.As a necessity in the affected areas of people’s lives, emergency food can ensure theirbasic needs for diet, so it is great significance to strengthen its emergency supply.However, judging from the current passive performance that emergency food can noteffectively supply and delivery to the affected areas several times, the supply capacityof food emergency logistics is urgent to be improved and be enhanced in China.This paper, on the basis of systemically combing domestic and foreign literatureassociated with food emergency logistics, defines the meaning and constituentelements of its supply capacity, explains the specific factors that influence emergencyfood supply under unexpected events, and builds a evaluation index system about thesupply capability of food emergency logistics. Meanwhile, After comparing severalcommon ability evaluation methods, this paper elects Intuitionistic Fuzzy AnalyticHierarchy Process (IFAHP) to empirical evaluate the index system. Finally, thesituation of emergency food supply during the Ludian earthquake is taken as a case tostudy, this paper empirical tests the size of supply capacity of food emergencylogistics and analyzes the problems exists in this incident, and then put forward somecorresponding countermeasures to solve them. That in-depth study of the supplycapacity evaluation of food emergency logistics is beneficial to deepen and expandour theoretical research on emergency logistics. And the introduction of IFAHP to thecapacity evaluation issue about food emergency logistics can improve the accuracy ofempirical analysis results, which will help to clearly reveal the specific level of supplycapacity and to enhance this capacity.
